1、查看网卡的idx
    　netsh i i show in // 记下要删除网卡的idx

2、添加arp绑定(MAC到IP)
      netsh -c "i i" add neighbour idx ip mac
     例：netsh -c "i i" add neighbour 10 10.60.4.201 aa-bb-cc-dd-ee-ff //10为上步记下的网卡idx, 后面为IP和MAC
 例2: ARP -S 192.168.100.01 00-01-02-03-04-05 //貌似这样也可以绑定, 但只是本次有效, 重启就没了

3、删除指定网卡的arp绑定
  netsh -c "i i" del neighbors idx
      例：netsh -c "i i" del neighbors 10 //10为网卡的idx
